Tip for training dogs to come off the lead that has worked for me:
Buy a cheap lead that is roughly 2 foot longer than the dog. Then instead of letting the dog off the lead simply let go of the lead and let the dog drag it around. Now if your dog does not want to come back when called or runs off it is much easier to catch them. I have found (after owning a number of dogs over the years) the dog decides to move just before you grab their collar however if the lead is trailing they do not seem to realise you can grab them.
